Hey,

I have a system in which windows 7 32 bit is installed. I found out recently that the cpu is actually 64 bit (checked in the bios). So I tried installing a 64 bit operating system. As soon as it starts installing the system gets turned off (not even going to the setup menu). I tried both linux and windows, I am facing the same issue. But it is booting to the old 32 bit operating system and its working fine. What could be the problem?

Sounds like a RAM problem. Try running MEMTEST -- https://www.memtest86.com/ for a couple hours. It is self booting, no OS required.
