System not restoring power correctly after resuming from sleep

Hello,

I have a MSI Titanium Z170A motherboard with the latest BIOS firmware.
NVIDIA GeForce Graphics Card with the latest drivers installed.

I noticed after I resume my PC from sleep.some devices such as USB and Video Card do not wake up and I have to reboot my PC inorder to use it again.

I have a meter on my USB port showing .30 Amps before sleep and around .10 Amps when waking.

In Windows Power Settings:
Selective Suspend is Enabled for USB
Link State Power Management is Off.

In device manager, each USB Root Hub has the option unchecked: Allow the computer to turn off this device to save power

I unplugged all USB devices except the keyboard and mouse.

Lastest Chipset drivers are installed.

I have tried backing down a BIOS version as well.

Lastly, when I run powercfg /a, this is what I receive:

Any ideas what is going on here?
 
Looks like when it went to Standby:
Entry and exit reason = unknown
TargetState 4

When it I tried to turn it on after it was on standby:
