Question System Upgrade Fix

I am truly thankful for the wealth of information that Tom's Hardware and its community shares with us novices over the many years. I would like to say Happy New Year to everyone and to keep on keeping on.
I am in a little dilemma and desperately need some assistance. I am in my 70S and use my pc a legacy one at that and I don't do gaming just the usually surfing, movie watching and general computing. I know the system is old but at my age I need the least costly means of upgrading, keeping the same mobo. I would like to increase to 24gbs ram and 6-8gb GPU. I am operating in quad boot with four separate HDDs one with WIN 11(500GB), one with WIN 10(500GB), one with 8.1(250GB) and the other WIN 7(80GB) and maybe the CPU if there will be an appreciable performance difference with a replacement. Maybe a CPU with more cores and threads. I am trying to get the best performance out of this legacy mobo by upgrading to the best compatible components.

Asus P6T X58 Mobo MBR Bios
PSU - LSP Ultra 650 @650w
CPU - Intel I7 950 @ 3.07ghz - Socket 1366
RAM - Corsair DDR3 UDimms @1333mhz 12gb
GPU -AMD Radeon HD6800 (2 @ 1gb =2gb ) and AMD Radeon HD6450 2gb

Present problems being experienced windows 11 boots up with no desktop icons displayed when i open settings app it minimizes to the task bar and if hovered over with the mouse I can see that the app is open but cannot be maximized.

pertaining to GPU's still holds if you intend to retain the rest of your hardware thought he PSU would be my primary concern, not to mention the entire build.

If I were in your position, I'd look into a cheap build with an concurrent gen APU if you're looking at 4K content playback/consumption/viewing.
