Question system wide stuttering on ck3

on ck3 5 speed (which I know uses all of your pc) sometimes my game would have a massive stutter which then would also stutter the entire system, including a video playing on the second monitor. Ck3s cpu usage would go from roughly around 50% to the high 70s and even 80s, which trips out my entire rig and causes a system wide stutter.

ive found it also happens the most when im scrolling out or into the map

I dont think I ever had this issue.

I do suffer from these issue present so they may be connected, waiting for a fix from nvidia or windows currently

Which exact model PSU?

What bios are you currently running. There's a known stuttering issue for Zen 3 CPU';s which has been fixed in later bios revisions.
