Question system won't boot into bios/black screen on keyboard input

hihi I'm a new builder and I'm not quite sure how I can possibly fix the problem I'm having !!--

I built my first ever completely fresh build with high hopes in mind, and at the moment of truth: her lights and fans turn on and gives a post! The ASRock screen tells me to press F2 or Delete to enter the UEFI setup, and as soon as I attempt to open it, black screen. I try resetting my system. It happens again. I tried reseating the gpu, reseating the memory, taking off extension cables, different hdmi cables.... I thought about possibly flashing the bios to the newest version; I'm not sure how I can flash the bios without y'know... getting into the bios. I am thinking about taking it all apart and putting it back together, or trying to swap around the memory sticks, or attempt to take out the cmos battery and do that trick. I'm not getting any error beeps so I'm not quite sure what the problem is so I've been going down a few troubleshooting lists and a friend of mine who is smarter than me with this stuff suggested the PSU may not be enough for my system (i don't have the money for a new one so I hope that isn't the problem <~<) . I'm pretty lost so I'm hoping someone here can suggest some things I could try.. !!

I don't think the PSU is the issue although ofcourse it could be broken. But it should be able to handle your systems power requirements when calculated here https://outervision.com/power-supply-calculator

You said you reset the system, Did you mean you tried to reset the bios? Using method 2 and 3 like this? https://www.wikihow.com/Reset-Your-BIOS

If you tried the above, it could either well be a memory problem, a cpu or a motherboard problem.
Since you have 2 sticks it might be possible to try to post with only one in the motherboard. And see if that fixed it. Highly unlikely that both your memory would fail so this way we can check that it isn't a memory problem.
Then it might either be a cpu problem or a motherboard problem.

Does the system poweroff / crash when you try to post or do you only get a blackscreen with the computer still running?

I didn't mess with the bios but I was thinking about removing the cmos battery

and the system doesn't poweroff or crash, it posts just fine and stays running, I just get a black screen while it tries to enter the bios

One of them is the removal of the cmos battery like you said.

If that doesn't work try to post with only one memory stick in the motherboard like I mentioned earlier.

Tell me if that doesn't fix it.

I also tried booting with one stick of memory (I tried both sticks individually) and again, no luck

edit! : I took it out of the case and reassembled it in open air and she booted right into the bios! One thing I possibly could have done wrong is seating the cpu cooler (it wasn't completely screwed down so very uneven coverage), going to see what it didn't like (annd probably fix my shoddy cable management while I'm at it xD)
