Question System wont boot

I have two OVERTAKE DX machine (arcade machine, from Wahlap)
e3100 i-join e3100 lf-01 industrial motherboard + 32GB SSD
Somehow, both SSDs died and I replaced it using new ones. Factory send .img of working SSD and I restored it using Selfimage.
before putting restored SSDs back, I checked every part of machine. RAMs, GPUs, CPUs, Motherboards itself, Power supplies - everything is OK.
But system wont boot. BIOS loads normally, sees SSDs, but wont load and gives an error #31001104 (as factory said 1104 belongs SSD).
almost week without sleep, did not figured out what is the problem, what can be... I did everything like Factory said to do... they checked also img file by themselves, and it works, they send me instructions and I did, I got same results as they wanted to be while restoring, but still wont boot.
I have no idea reason why... any idea?
p.s may be I did some mistakes while posting, both typing and grammar erorrs, sorry about what, after 72 hrs, brain cells starts dying 🙁

How did you check the integrity of the PSU? Did you use a multimeter or something akin to a paperclip test?

using multimeter and also installed it to another machine (not Overtake DX, but almost same) and it works perfect. this system has almost same usage.
