[SOLVED] Task manager shows CPU usage at 100%

Hi,
I'm dealing with a frustrating problem with my Task Manager. Sometimes it shows that my CPU is running at 100% even though it is not true, as MSI Afterburner clearly shows usage in range between 20-50%. Sometimes when that happens, my PC starts to lag like crazy and becomes unusable. I tried changing my minimum CPU power to 10% and changing my energy usage plan, updating Windows, updating all the drivers that MSI Live Update scanned, but no effect. Also when I close the most CPU hungry app, 3 others take its place and it's a never ending loop with the Task Manager.

Also I noticed that sometimes, my games start to stutter and lag (even the least demanding ones). In Forza Horizon 4 for example, the higher the speed, the more lag I get + if I hit any fence or pole, the game completely freezes for a moment and then unfreezes, same thing happens with Audio while hitting objects. I'm suspecting the main culprit of this whole mess is Opera, to which I migrated around half a year ago. My second suspect is that my PSU might not be powerful enough (660W, but still it used to work just fine) or just broke (more likely).

INFO: I run my games at 4K. And also my games are stored on a 1TB HDD.
PC specs:
  • i7 7700K @4.2GHz
  • MSI GTX 1080 (the most overclocked one)
  • MSI Z270 Gaming M7 motherboard
  • 16GB RAM
  • 64bit Windows 10

ref your psu , I got a zotac version of the gtx 1080 in a custom built rig , it has more gear in than your set up , not bragging just saying , the end of build checker system on the web site said 600 watt is ample and that allows for a 10 per cent high demand. How did you overclock the card , i found an oc program on driver disc but was not sure how to use it so i emailed zotac , the individual who replied said and i quote " i don't know why that program is on the disc because the 1080 has the ability to oc itself" ....... i dont know if thats true , i am only repeating what was said....

If you are using the nvidea experience program get rid of it , it is more trouble than its worth. Go to nvidea site for latest driver then do...

What are the 3 app that " keep taking its place ".
What do you have running in start menu , I only have av and the Realtek sound card.
I note from screen shot your wi-fi is VERY high , do you done a secure connection from the pc to hub/modem , the code ( not password) is usually printed on the base of your hub. if you have not done this somebody could be running off your connection.

The card is overclocked from the factory, because it is the GTX1080 Gaming X+.

Never used GeForce Experience, as it was useless for me.
There are no 3 apps that take its place. I meant that, when I close one, another one pops up and another one and on and on. It's a never ending loop. It will always find a few apps that use up 100%.
My Wi-Fi is screwed because my house is in a terrible location for signal and I haven't invested in an external antenna for the router yet. I'm monitoring all of the devices that are connected to my Wi-Fi and all of them are from my household.
By saying the "code", do you mean MAC?
 
not a mac code , when you first set up a wi fi connection you get the option to put in a secure key code to lock your wi fi bits to your hub so nobody can piggy back off your connection , that's the code that I said is on your hub base or on a credit card piece of plastic
