Taskbar and shortcuts unresponsive

I've just installed a new graphics card. Problem is, upon turning on my pc the taskbar does not respond, neither does the desktop. I can't open powershell or task manager or anything like that because shortcuts aren't working. If I unplug the graphics card things work again.

Any idea how to fix this? I definitely have the right drivers. If it helps I'm using a ribbon cable because the card doesn't fit in my compact pc, it is all plugged in correctly.

The resolution is also not what it should be; could this be a driver conflict? The system clock doesn't change either.
 
Try booting the system in safe mode, then uninstall the drivers for your graphics card, let the windows standard drivers load.
If the problems go away, you have your answer, and should probably try a differen driver version see if it fixes the problem.
