[SOLVED] Taskbar won't pop up with google open

Whenever I hover my mouse down to where the taskbar would normally be, if I have google open it doesn't appear. If I minimize google then it works just fine. I'm not in fullscreen mode while in google, and if I move google over to my first monitor and hover my mouse by the taskbar area it works just fine. I'm really confused because it always worked fine on both of my monitors, but now only one monitor allows me to show my taskbar while using google. I am using W10.

It appears it has been a problem since 2015 -

Basically, Chrome hides the pixel needed by the taskbar to show up. On any other windowed program (well, beside Opera since it's a Chrome clone), even if your taskbar is auto-hidden, you see a small blue line. It is, in fact, Chrome using some Windows functionalities in a wrong way.
