Question tearing in vertical lines

hey ,
i want to ask something to you guys
my issue is, when i play games or watcing video, edge lines of objects are like this

Games are same like this ( Pubg fences , Witcher 3 House's edges etc.)

İ m using, MSI Optix MAG241C monitor ,
Zotac NVIDIA 1060 GB AMP! Edition and
AMD Fx 8320 CPU

İ changed Nvidia 3d settings most of them and set Anti-Aliasing to full in Witcher 3 , PUBG etc. games. İt still happens. Also i am using Displayport cable and i tried it with HDMI cable they are same.

How can i fix this issue ? Thanks for interest.

Can you set global vsync in your Nvidia settings?

i have tried all v sync settings (on,off,fast) still same.

Next step would be completely removing graphics drivers and reinstalling the latest from Nvidia. You can remove them with DDU.

i already did that. and i searched for archive drivers and tried all off them but no result. also tried latest driver but nothing changed.

I was using win 8.1 and i thought that is the issue so i setup clean win 10 but it happened again.
