Telnet opens on boot up

Windows/System32/telnet.exe opens every time I reboot. I don't need use or
want it. I have trashed every thing with Telnet in the file name but it keeps
replacing itself in the system 32 folder. How can I stop this opening and why
has this started happening?

telnet.exe is an XP file, however...

telnet.exe can be related to Trojan.Spy.Keylogger.b.

telnet.exe on my machine is 70KB and is in these two folders...
C:\WINDOWS\system32
and
C:\WINDOWS\system32\dllcache
