Question Temps of gpu normal?

Hi I'm running an i5 4690k with an MSI armour 8gb (OC) rx580 2046sp. Recently got this comp up and running, wondering if the temps of the GPU are normal.

When running a game, under stressful load. The temperature remains at a steady 70c. This is without any cooling systems other than the gpu cooling system. There are no fans in the case.

Is this ok? Normal?

Steady at 70 is fine.
The RX580 should throttle around 90+ degrees

It's perfectly normal for it to operate between 60-80 degrees under heavy load.
