Question Terrain loading issues despite a very good pc?

Hey folks!

First things first. I would consider my PC setup quite decent.

Intel Core i7 7700 non K
Geforce GTX 1070
16 GB RAM
Main SSD: Samsung Evo 500GB
Second SSD: Samsung Evo 250GB
HDD: 2TB (don't know about the name)

I already tried everything. Turning down settings, tweaking windows, etc. My problem still stays, especially in Forza Horizon 4. The terrain just disappears right in front of me. It doesn't load in in time. Another example ist Dirt Rally 2.0, I'm getting massive stutters when driving faster which also sounds like a loading issue to me. GPU and CPU aren't at 100% in the task manager. Temps are all fine. Is it possible that my old HDD is the issue? Windows is installed on the SSD and the games as well. Could the HDD still slow down everything? Thanks in advance guys. I seriously don't know anymore.

Is your RAM running in dual channel mode at the correct speed?
They both run at 2133mHz. That's what I know. The system also shows 16 gigs of ram so I assume it runs well. I'm by no means an expert. I used to have only 8 gigs and upgraded. Never checked for dual channel, I only plugged in the 2nd stick next to the old one. Is it possible that it shows 16 gigs despite it only running on 8?
 
Watch the first minute of this video,for Horizon 4 it's a thread that runs at a too high priority cutting off all the other threads,lower the priority of this thread as shown in the video but only lower it one tier at a time until all glitches disappear.
As you can see on lower core counts it even freezes the enemy AI.
I never had a problem with dirt 2 (never got to such a densely populated area) but it also has a thread with high priority and high usage so try the same thing there.

Sadly the video doesn't really show which core needs the lower priority. It's showing different values for me because I have an 8 core processor. I've tried it out but that didn't seem to fix it sadly.
