Question Terrible performance and stuttering on new gaming build ?

Ever since I built my pc in 2021, it has always underperformed when it comes to gaming. I started with some lower end parts and built up to what I have now which is much better and I continue to experience major lag and stutters in games. I have tried everything I could think of such as reinstalling windows, upgrading windows, completely resetting my pc, resetting drivers, upgrading bios, upgrading PC components and much more with no success.

I really need help as I am lost at what I should do and do not understand what the issue could be. My temps do not seem to be an issue and are well within average. I just recently upgraded everything in my pc except for my ram and I still have the same issues. My friend has a very similar system with a RTX 3060 and a 13700k and his system runs infinitely smoother than mine in everyway. Please help.

Here are my specs:
CPU: Ryzen 7 5700x
GPU: RTX 3060ti
MOBO: Gigabyte A520M S2H
RAM: OLOy DDR4 RAM 16GB (2x8GB) 3200 MHz (only old component)
PSU: Thermaltake Smart 600W 80+ White

This is the only thing I'd have asked you to swap out and invest in a reliably built unit.

I have tried everything I could think of such as reinstalling windows, upgrading windows, completely resetting my pc, resetting drivers, upgrading bios, upgrading PC components and much more with no success.
Where did you source he installer for the OS? Speaking of OS what OS are you working with? What BIOS version are you on for your motherboard? As for your drivers, did you let the OS download and install drivers it thinks is right for your platform or did you manually install all drivers in an elevated command?

That said, you can use Task Manager, Resource Monitor, and Process Explorer (Microsoft, free) to learn more about what your system is doing (or trying to do) at any given time.

Just use only one tool at a time and take the time to carefully observe what is happening or changes when you see or believe performance is faltering.

No need to take any immediate actions.

Objective being to simply discover what is causing the under performance and stuttering.

Keep notes.

Take screenshots as warranted and post the screenshots here via imgur (www.imgur.com).

Download and install this.
UBM

Reboot.
Wait a few mins.
Run ubm with the browser closed.
Post a LINK to the results page.

I used the windows media creation tool from my laptop to get windows 10 then updated to windows 11 recently, I have bios F17d update, and I downloaded all drivers on my own.

here is an example of the lag, it can sometimes be much worse than this even at the low settings that I have on.

I just bought this new and I know it isn't the best, but could this really be causing the crazy lag that I get? Is it that it may not be getting enough power to my components or something?
 
I will have to defer to others regarding the posted game video link.

For me, most movies and basic video clips are indeed smooth and run with few or no problems. There may be some buffering (or stuttering) from time to time during times of heavy use or maybe bad weather.

However, such games and/or game videos always appear jerky to me with no overall smoothness per my perceptions.

So I really cannot distinguish the stutters barring extreme cases.
