Tests that can check my pc hardware?

I was planning on buying another 8gb of memory, but I'm a little bit worried about the PC's health, and would just like to test all the hardware so I can replace anything before I go wasting money on extra memory.

I've had a few issues lately, such as java not working for me. I have to change .collab files to .jnlp files so they'll use my system java instead of runtime java to launch, that trick doesn't work with .jar files, so I'm left unable to open those at all. Reinstalling java didn't help and I rarely use .jar's, so I just kinda let that go.

I've also noticed issues with my fans, they've started whirring harder at lower temps, and my motherboard is getting a little hot during heavy load, while my cpu/gpu are staying at expected temps.

When I first built the PC, the normal temps under heavy load from high graphics games was about 60c gpu and roughly 40c motherboard, there's been times lately when running extremely heavy games, I've seen the motherboard temp become HIGHER than the gpu, sometimes sitting at 65c gpu and 70 motherboard. (All Temps are going by the program "Heat Monitor").

Are there programs that I can use to test the health of my gpu, cpu and motherboard? Maybe something like memtest, but for those specific pieces of hardware instead of memory? Or do the problems seem like they're probably small enough that I shouldn't worry about it and just go ahead with a memory purchase?

You could run some benchmarks for instance, for processor and memory there's also tests as well as for GPU and disks.

http://www.wprime.net/ and many others. Don't forget HDD tools too, http://www.majorgeeks.com/files/details/hard_disk_sentinel.html or a tool for your particular drive(s) http://www.majorgeeks.com/mg/sortname/hard_disk_drive_(hdd)_tools.html
Problems with Java could be only OS related.
