The application was unable to start correctly (0xc000005) - DEP issue

When I try to launch certain games, I get this error. I have tried memtest, and got 0 errors. I've searched around, and came to the conclusion it's probably a DEP issue; when I try to add any of the games I'm having issues with (Terraria, Minecraft, Hearthstone and Civ V) to the exception list, I get an error telling me that DEP must be enabled on them and I cannot add them to the exception list. Games that work will go on the exception list.
Does anyone know how I can fix this?
 
Tried GPU drivers. Both updated them and rolled back to a version I used when the stuff worked.
Came to the conclusion it's DEP by googling and looking at usual suspects. Scanned w/ Malwarebytes twice to make sure it isn't malware, tried memtest on RAM (0 errors), updated/rolled back GPU drivers, cleaned registry, etc.
 
I've tried going to System -> Advanced system settings -> Performance -> Settings -> Data Execution Prevention then enabling "Turn on DEP for all programs and services except those I select" then clicking Add and finding the programs that aren't working. When I do that, I get a dialog box saying "This program must run with data execution prevention (DEP) enabled. You cannot turn off DEP for this program.".
I've also tried temporarily disabling DEP altogether but that hasn't worked either.
 
Hmm - odd. I just used the same method and picking the first innocent looking DVD making utility, got the same message. using a Windows 10 machine. Maybe it's a 10 problem so I'll try to duplicate it in an earlier version later in the day.

Meanwhile, go into c:\windows\system32 and right click on the file cmd.exe then select RunAs Administrator. At the prompt, type
net user Administrator /active:yes
then hit Enter.

Restart the machine and log in to the new Administrator account you just woke up and see if the same procedure brings the same result.
 
If I do that, Windows tells me I have to be the system administrator to change the options in the first place. My current account was previously the only one and hence already the administrator, and the Administrator account is being treated as a regular user.
 
hm. Do you know of any other solution to 0xc0000005 errors regardless of DEP? It's not a huge issue having to reinstall but I'd rather save myself the hassle, is all.
