Question The CPU 0 is low than the others

When my pc in use for couple hours the CPU 0 is low. But, when I restarted my pc the cpu is back to normal but then went 0 sometimes. It's kinda annoying and causes lags so bad.

I tried:
1. Monitoring my temp and its always below 70c degrees.
2. Reinstalling my Windows but still.
3. Repaste but still.

My rig:
i3-9100F
GTX 1660 6GB
RAM 16GB
4 HDDs 1 NVME
be quiet! System Power 8 500w

I suspect thermal throttling on Core 0 especially since it is heavily used by most processes first even if the temperatures are under 70 overall, uneven seating of the CPU can cause overheating on one core.

Check the clock rates of the CPU using HWMonitor. It is likely the clocks are throttled on Core 0.

However, this effect coming in after a few hours need not be thermal related, and can be a result of core scheduling issues. You may need to check certain drivers, or use LatencyMon and find out if this is because of ACPI.sys.
