The New System does not even Beep and POST

All cables were connected according to GIGABYTE user manual, but PC does not beep or Power-On-Self-Test (POST).
The Heatsink CPU fan does not even spin. I am totally lost.

I can hear the SATA Hard disk drives (HDD) spinning but the IDE CD-ROM does not light up.

While the ATX 2x12 Main Power cable is connected, ATX-12V-2X4 is not found on my Power Supply (PSU).
The Gigabyte user manual is not easy to understand. Do two power connectors need to be used?

PWR_LED never turn on. F_Panel does not turn on. RJ-45 LAN Port LED lights are off.

There are no video signals sent to monitor.

All PHASE_LED lights on mainboard are on.

What can be done to debug this system build?
Is a 500W PSU with ATX-12V-2X4 needed?

Please help. Thank you.

With a sixty-five watt processor, one plug should be enough...
Is that a typo, are you using a PCI graphics card, or is it actually PCIeX16?

First thing to check (carefully) is that every brass mounting standoff corresponds to a mounting hole in the MOBO - an extra one is a killer.

Next:
Power down at PSU switch
remove everything except
CPU and heatsink/fan (check carefully that the fan retaining pins are fully inserted, completely locked, and not cracked)
one stick of RAM, in slot closest to CPU
video card and monitor connector (if more than one PCIe slot, again, in slot closest to CPU)
all power plugs - 20+4 or 24, 2x2 or 2x4 ATX power, graphics card power
case speaker and power switch connectors
keyboard (don't need a mouse at this point)
place jumper on RST_CMOS pins
remove jumper from RST_CMOS pins
power up at PSU switch
power up by depressing case power switch
If you get video, enter BIOS with <DEL> (may need a <TAB> to get to POST screen, if 'splash' screen is enabled)
Select and execute "Load Optimized Defaults" - save and exit, reboot
power down
reinsert other components, one at a time, testing each time after addition

The 4-pin ATX wire from the Antec PSU was connected to the Gigabyte mainboard's 2x4 ATX connector and the system did beep and pass POST. But the next problem is Windows XP setup CD generates a Stop error screen below:

A problem has been deteched and windows has been shut down to prevent damage your computer.

This is the first time you've seen this stop error screen, restart your computer. If this screen appears again, follow these steps:

Check to be sure you have adequate disk space. If a driver is identified in the stop message, disable the driver or check with the manufacturer for driver upates. Try changing video adapters.

Check with your hardware vendor for any BIOS updates. Disable BIS memory options such as caching or shadowing. If you need to use safe mode to remove or disable components, restart your computer, press F8 to select Advanced Startup options, and then select Safe Mode.

There is only one PCI card attached to the mainboard which is an old ATI Radeon 9250 256mb video card.
The BIOS recognize the two SATA 2 hard drives and 2 GB RAM inside the case.

My copy of Windows XP is also old, from 2002.

What tests can be done to debug this. Which component(s) are failing? Do you think the problem is with the setup of the SATA 2 HDDs. There are two in the case. The first HDD is for the operating system and applications. The second HDD is for data only: photos, videos, documents, music, etc.

I am totally stuck. Please help. Thank you.
