the ordinal 9 could not be located in the dynamic link library

I get this message:

The ordinal 9 could not be located in the dynamic link library C:\ProgramData\Microsoft\Windows\Startmenu\Programs\Startup\iexplore.exe

I tried using the fresh start on the window 10 which installs a fresh copy and it still did it. I have the boot drive on an SSD and I have two storage drives. Please help!
