Question The presence of electricity in the body of the computer case !!!

Hi guys
I recently realized that when my computer is turned off , the body of the case has electricity ! ( The back of the case has more electricity than other places ) And when I turn on the computer , the power goes out !
What's the problem friends ?!

How do you know it has electricity? Is it a constant flow or a millisecond discharge? Are you sure its not static electricity from you to the case (which is likely if you live in a low humidity location)?

When I touch the case, I feel a very low electric current ( of course , the electric current is more behind the case ) , I also checked with a phase meter. No, it is completely fixed Yes, I'm sure

Call an electrician IMMEDIATELY! You have a potentially deadly situation there. There is either a broken/missing ground or one or more outlets are miswired.

Do you think that if I connect a wire from the back of the case to the iron window , is it possible that the power of the case will be lost ?! ( earth )

Energy is never 'lost', it's only ever transfered or changed. Running a wire to the iron window frame, which is surrounded and attached to the wooden frame of the house just makes the window frame energized as well, since there's no viable path to ground.

AC is a 3 prong system, 2x current carrying conductors and a ground. DC is a 2 prong system, 1x current conductor and ground. With AC, ground is never used except as a means of creating a short to trip the breaker. With DC, ground is always used as it's the only means of transmission.

I'm betting that you have a bad AC ground, either at the house or the power cable or psu attachment to the case/frame, and thats not allowing the DC to function correctly.

Try plugging the pc into a gfci circuit, that'll be kitchen or bathroom. That will have a working ground circuit. If the issue goes away, the problem is in the outlet the pc is currently plugged into. If it remains, I'd be looking at replacing the power cable, they do fail. If that doesn't work, then make sure the psu is well attached to the frame, no paint under the screws.
