I bought a used gpu and decided to change the thermal paste when I opened it there was no thermal pads on anything. The temp reaches 83-84°C and the card underclocks itself to keep it from not heating up.

sounds like a usual card with this temps
how did you get it to underclock? while doing benchmarks like furmark? this can be ok, if it doesn´t do it while normal gaming

Is the vBIOS the original one? reflash the orginal to be sure or ask the seller
Is the bios of the motherboard up to date?
All drivers up to date like the chipset and amd.com drivers?
That can easily, EASILY, be from a difference in case ambient temperature between your build and others.ive seen people on youtube get at max 79C on this gpu thats why a bit concerned.

If your ambient is 5C warmer than someone else's, then temperature can be expected to be just that much warmer.
