[SOLVED] Thermal paste on CPU pins

Hello so I built this PC 2 years ago and decided to install a new fan but then doing so applied to much paste and didn't notice when I plugged it up nothing turned on not even a fan. I took everything off and noticed some paste got under my processor. The paste is conductive so my question. Is the board fried and if so what did it kill with it or did a failsafe keep it from starting since there was no sign of anything turning on. The board is a msi 970 gaming with a 8350 black

Can you tell us what thermalpaste you used? was it liquid Metal?

There is a chance that you PSU noticed the shortage and doenst even let your system turn on.
Removing the thermal paste could solve the issue without any damage
