Please indulge a newbie, what skill allows a rogue to actually "set" a
trap. All I can find is skills on how to Disable?

There isn't a one and only "set up traps" skill, much depends on the type of
trap, if it's a complicated mechanic trap, then "engineering" may be needed,
while if it's a more simple trap using string it can be "set snares".

I know some DMs that has used "Find and Remove Traps" as skill in setting
traps too.

As always in AD&D, it's in the end to the DM how s/he wants to ahve things.

Well, there is Craft Trapmaking.
