I would get an ssd also or an sshd hybrid if that is not in his budget. I would also get a liquid cooler. Hoped this helped

He's no way overclocking, so the evo is perfect for it and SSD is pointless due to him not needing the write speed

It's not too bad for a budget PC. Instead of getting 1866MHz RAM you could skimp a little and get 1600MHz RAM (doesn't matter which brand) and put that little extra money toward an i7-4770k for some future proofing. High bandwidth RAM does nothing for gaming and the difference between 1866 and 1600 is impossible to see on games.

The cooler is better than nothing but will not be great for overclocking

The GPU is ok but I hope you realize that it will probably be loud and get hot. You will want good air flow. Most new GPU's are loud but make sure it will stay under 90C.

The PSU isn't bad but for about the same price you could get a better more mainstream one from Corsair or EVGA SuperNOVA which come with pretty great warranties and reputation.

In the end, 99% of your money should focus on CPU and GPU. Beyond that much of it is preferential to your expectations and usage!

That entrance level CPU cooler will not allow you him to over clock a lot and with great temperatures.
The hero 7 is for the devil canyon CPU (i5 4690k and i7 4790k) which you picked so you can change that hero 6 to 7.

If you are wanting to concentrate on saving money with best performance then an SSD is a big waste of money. There is no need for it. All Hard drives and Solid state drives do is load data, after that it's all in RAM and the speed of the drive means nothing for gaming.

SSD's are purely luxury. All they do is save some loading time (or a great deal too). If time is money then that's a different story.

Now if you want fast boot ups with large capacities then get a Seagate Momentus Hybrid drive. You'll have all the major benefits of an SSD for commonly used programs, a 30 second boot at most (I average 25-30 seconds) and it will cost you $100 for over 1TB so the price is VERY good for what you get. Expect more typical hard drive performance for everything else with some minor bonuses here and there.

SSD is for fast boot speeds. BTW im just biased to liquid coolers.

Also, if you reallllllllllly want to skimp on some things to balance your computer, you could very well opt for AMD CPU/APU architectures such as the Kaveri CPU+GPU solutions which will save you hundreds and still pwn next gen games. Most people will bash AMD but since all consoles for the next 5-7 years use both AMD CPU and GPU's that means everything will be optimized for them anyway giving a great boost for the value for the next several years.

And don't listen to anyone about AMD sucking. It's not that they make inferior CPU's to Intel, it's that they made excellent CPU's that simply are too advanced and no one is taking advantage of their innovations. People always stick with what they know, and since AMD always has multithreading in mind (and since developers are only just now starting to multithread) it's always been to AMD's disadvantage to keep up their APU designs.

In the end, you could get an AMD optimized multi-core CPU-GPU combo that is very much like console hardware all for the same price as a SINGLE intel CPU and still play all games around 60FPS on high settings
