My system clock as I write this is 00:21 16/01/2004. Yet, when this comes
back it is time stamped 8 hours before it is sent.

Any ideas please?

Your system is set for the wrong time zone, probably for the time
zone is Seattle.

16/01/2004 is not correct. It is now 16 Jan in the year 2005.
