[SOLVED] Toshiba external drive not letting my boot drive well boot?

So I have a toshiba canvio basics 1tb and paired with a Samsung 860 EVO 500gb and obviously use the SSD as my boot drive, about a month ago a turned on my PC and it was stuck in a bootloop. So I as anybody would do Install windows again but it was horribly slow so I restarted my PC and then I wouldnt boot AGAIN I was pretty bummed out not knowing what to do so I thought it was a boot priority issue ( dumb of me not to check that first) but I didnt find any issues either way. I tried running my SSD my istelf without my external drive. Boots straight up without any issues except for that I cannot access the drive I cannot check the properties of the drive and it will not let me use disk management all I see is the drive in my File Explorer.
(Is this some common issue or is my hard drive gone mad)
 
Solution
It's quite likely the external drive is failing. Reading the drives is part of the boot process, so if a drive can't properly be read by Windows, it's going to hold things up.
I would clone it with HDDSuperClone but the stuff on it was my steam library and a few projects on premiere I tried running Crystal Disk Mark but as soon as I chose the hardrive the thing crashes so Im guessing im super screwed.
