Toshiba USB 3.0 Portable SuperMulti Drive does not register

I recently purchased a Toshiba USB 3.0 Portable SuperMulti Drive to use with my Microsoft Surface Pro 3 Tablet. When I plug it in, the drive is not recognised by the Tablet. I tried hooking in the t-cable to external power and the Tablet, but still no luck.

Do I need a driver, and where do I get it for the Toshiba Drive?

I'd advise you to try resolving the issue by re-installing the USB drivers. You should be able to do that through Device Manager on your tablet. I'd encourage you to use the drivers from the tablet manufacturer's website that are specifically designed for that model, instead of using Windows Updates. Make sure you have the USB 3.0 hub controller driver specifically from the website.
If you have access to another computer, connect the external HDD to see if it will get properly recognized there. If it doesn't, I'd suggest you swap the USB cable of the external 3.0 drive with a different one.
