Question Transferring files from old PC to new one

Hi! My parents are still using Windows 7 and their PC decided to throw in the towel after 7 or 8 years. They asked me how to transfer the files and I knew that I could plug the HDD into the new PC with an adapter and transfer the files. One thing I didn't know though was that they had four profiles on the PC. The files of other users were not accessible from other accounts. When I transfer the files, will it let me do that without a password? (Specifically files in the "my libraries" section) Thanks!

Youll have to have access to the passwords to access all the information/files.
