The best thing you can do is pay an Enchanter to Enchant an item (it
will need to be something that can hold 30 points of enchantment: an
Extravagant or Exquisite Ring or Amulet is always a good option) that
gives "Open Lock" at strength 100. (Don't give the spell a duration,
only a magnitude - Open Lock, magnitude minimum 100, maximum 100). Make
it work on Touch, rather than on Target, and Cast When Used.
This way you will have an item that will open nearly any lock in the
game (except for a VERY RARE few that require a specific key to be held
or a specific quest to be completed: and in these cases the key is
always near the lock). Of course, it will run out of charge
occasionally, but it can be recharged from filled soul gems (exercising
your Enchant skill in doing so) and will recharge naturally over time
anyway.
And if you pay for the item yourself (it costs a few thousand gold),
then you can be certain that enchanting it will work, whereas if you try
to enchant the item yourself you stand a good chance of failure even
with a high Enchant skill.
You will only be able to do this if you have *a* spell - ANY spell -
capable of opening a lock, even if it is only capable of opening a weak
lock: even if you lack the mana or the skill to cast it.
Also, you can go to some wizards and ask to make your OWN spells: again,
only if you know the "Open" spell effect, you can make one that will
open any lock in the game (again, magnitude of the effect can be set to
100.) The trouble is that it costs something like 60 mana, which is
pretty high especially for a non-spellcaster. The actual financial cost
for creating the spell is pretty negligible.
If all else fails, scrolls of Ekash's Lock Splitter will open any lock
at level 100, but exist only as random loot (based on the player's
level) in containers in certain high-level cave dungeons, or carried by
higher-level enemies. I don't believe there is a place in the game where
these scrolls can reliably be bought.
