I just bought the ASUS Crosshair hero VIII MOBO and I am trying to run my memory which is rated at 3600mhz, but can never get past 3200. This is exact module I bought is listed as compatible. I am just confused,

CPU: RYZEN 3700x

RAM:
G.SKILL F4-3600C16Q-32GTZNC 32GB(8GB*4) SS SK Hynix 16-19-19-39 1.35V

MOBO:

Any ideas on how to fix this issue?

Solution
Have tou tried increasing the DRAM voltage?
Try 1.37V, you can increase it by 0.01V each time if it still doesn't work on 3600 MHz... I wouldn't go past 1.4V for daily use.
Sorry for such late reply. Got really busy. Yes it says it is compatible with 4 sticks. About to give it a shot now
looking at rog 8 hero ram QVL (from your link)
at the end of that pdf that are are some little tiny words
The stability and compatibility of DOCP memory kits that operate beyond the JEDEC standard is not guaranteed because it can be affected by the capabilities of the CPU’s integrated memory controller, installed devices, and the operating frequency of associated bus domains.
from mainboard manuals page:
The default memory operation frequency is dependent on its Serial Presence Detect (SPD), which is the standard way of accessing information from a memory module. Under the default state, some memory modules for overclocking may operate at a lower frequency than the vendor‑marked value.
ram support for your CPU:
3rd Gen AMD Ryzen™ Processors
4 x DIMM, Max. 128GB, DDR4 4800(O.C.)/4600(O.C)/4400(O.C)/4266(O.C.)/4133(O.C.)/4000(O.C.)/3866(O.C.)/3733(O.C.)/3600(O.C.)/3466(O.C.)/3400(O.C.)/3200/3000/2933/2800/2666/2400/2133 MHz Un-buffered Memory

since your ram can run with SPD speeds and even run as high as 3200MHz with 4 sticks, which is still considered as not overclocked speed (for 3rd gen ryzen) going higher than that will require some OC skills as the speed isnt anywhere guaranteed to work with automatic mem train settings
