Thank you for your time by the way everyone. I have a i7 6700K with 16gb of DDR4 Ram and plenty of bells and whistles but evr since I installed the EVGA utility that came with the package it talked about "oh how easy it is to OC now and stuff" but I've heard horror stories so yes, I still will open it bc it seems to control the fans better but it has caused serious problems. I even ran that Utility, "CAM" and it told me my CPU load reached 100% and GPU as well resulting in my games crashing after 3 minutes. Now were talking Witcher 3 yes but also stuff as simple as Divinity. Also When I closed my second monitor and all the OC Utilities things "seemed" fine. Please can anyone share their knowledge with me on this matter?

Alright so get in your Msi afterburner check what your clocks are at or you can just go right away and hit "reset" then "apply" that should reset whatever overclock you applied on your card even from another application.. and see if this help
