Troubleshooting dead PC

Hey all,

My PC died recently (something popped, PC wouldn't turn on, realized that I hadn't cleaned the PSU out in too long and was filled with dust). I bought a replacement PSU and GPU to help troubleshoot... PSU powers on all fans but monitors don't turn on. Sometimes it monitor flickers then loses connections, sometimes the GPU fan stops after start, then starts going again.

I'm thinking its the mobo at this point but wanted to know if it could also be the CPU? My parts are fairly old so if CPU is dead too, i'd rather upgrade everything now. But if CPU works, i'd rather replace just the mobo.

PC makes no beeps when I turn computer on.

Is there anything else I could try?

Specs:
MB ASROCK|970 Extreme3 R2.0 AM3+
VGA XFX|R9-270X-CDFC R9 270X 2GD5
CPU AMD|8-CORE FX-8350 4.0G 8M
20GB DDR3 ram (random sticks I found.. worked well until the PSU popped)

Original PSU = OCZ Fatal1ty 550w
New PSU = Powerspec 650w (I also tested a 550w model)

20gb across 4 sticks. 2gb, 2gb, 8gb, 8gb - I used to have 4x2gb but found a PC someone was throwing out with 8gb sticks in it.
