True or False. Does Timing matter more than RAM Speed with Ryzen?

I have been lead to believe, via searches and videos, that when dealing with a GTX 1070 or below RAM Speed stops mattering as much but Lowering the Timing gets you solid gains in FPS.

True or False?

I would imagine it's the opposite on ryzen. It is certainly the opposite on my 7700k system with a 1060. I have RAM advertised at 3200mhz CL16-18-18-38, I can do 3000mhz stable CL14-15-15-34 totally stable. I tested both configurations in several games and noticed 3-5fps decreases on average when at 3000mhz despite the tighter timings, using games known to care about RAM speed such as fallout 4.
