Question Trying to diagnose a problem

Having a very weird problem with a friends PC.

First problem is that he has screen tearing. Happens with everything, even his desktop background. Especially happens when ever a web page or such tries to load a graphic.
Second problem is that he cannot open any folders. "my folders" and other files will not open. Sometimes the folders will just slowly load and never actually open, other times it will say that he is missing DLL files. He has tried reformatting the PC multiple times.
And lastly his PC will randomly crash.

Any help is greatly appreciated.

Update your post to include full system hardware specs and OS.

Include PSU: make, model, wattage, age, condition.

What browser is being used, what webpages cause crashes, what graphics are being loaded at crash times?

Look in Reliability Manager/History and Event Viewer for error codes and warnings that precede or correspond with the random crashes.

More information is needed.

Sorry it took me so long to get back to this post
Specs are as follows -

CPU - i7 8700k
MOBO - Asus Strix Z370-E Gaming
GPU - GeForce 1070 FTW - Have had the GPU out while trying to find out the problem
Ram - 16gb DDR4 Vengeance
PSU - Rosewill 80 plus certified 700W

Have reformatted the PC a few different times. After this last one I am having trouble getting Windows to even install on my SSD. The following errors pop up...

After getting these errors I tried installing windows on a different hard drive as well, and the same thing occurs.

After using a different hard drive that already had windows installed on it I got it to boot up. Whenever loading into the windows profile, during the boot process, the entire screen does the funky color thing where there are random colors everywhere. After loading windows up and clicking on ANY program it will say missing DLL files or files not found. Clicking a second time opens the file. My folders will randomly crash, or also say missing files. Its completely random when these problems happen. Almost like the sata cable or sata port is bad. I have tried multiple ports, and two different cables, also 3 different hard drives. I also swapped out PSU's and the problem is still happening.
