Im trying to upgrade my graphics card and having some issues

This is what I have for a computer:

HP Pavilion p6813w
Microsoft Windows 7 Home Premium (64-bit)

The issue Im having is that my monitor goes straight into sleep mode with VGA no input signal.

Ive tried uninstalling the ATI 4200 graphics card drivers and disabling it, through windows
Ive tried disabling the ATI 4200 through Safe Mode start up
Ive checked BIOS and PCI-E is on for Display (On Board is off)
Ive checked all my connectors and made sure that the card was slotted correct
I have both PCI-E connectors plugged into both of the 6 prong plugs on the new Radeon HD 6870
Ive tried to download the new drivers from AMD for the Radeon HD 6870 before switching the graphic cards around

The Radeon HD 6870 is getting power because the fan is coming on for it, but I still cant get the monitor to come on when computer powers up, shows VGA with no input signal.

Im really confussed on why this isnt working, I thought with the card plugged in and no drivers from the old card on my computer that Windows 7 would pick up the new card and then would ask for a driver update/install.

Anyone have any ideas on what I need to do to get this to work, its really driving me crazy

Also, maybe what you wanna do is make sure the video card is connected to only "one power cable" for the PCI-E cable. I have two PCI-E cables, on these cables are 2 6 port connectors. I just recently bought a Nvidia 560ti 448 cores, and for some reason, it just wasn't working, till this day I'm not sure if connecting it to only 1 PCI-E cable worked... or what? Cause everytime when I turned my PC on it said it wasn't find the card, but for some reason the card's fan was working just fine. I would try to install the card's drivers and it wouldnt wanna find the card. The installer kept saying it could not find any nvidia cards. During this period I kept installing the drivers from the nvidia site. So, my other options were to disconnect the "2 PCI-E cables" I had connected to the video card, and only use 1 of the cables (remember, one cable alone had 2 6 port connectors, the only reason why I didnt connect just 1 cable was because its a REALLY tight squeeze just to connect both of the 6 port connectors. Mainly because I have to because bend the small cable to fit the 2nd one into the slot.)

After I did that, I turned on my PC then finally try installing the drivers from the CD and not downloading them, eventually the installer found the video card and it worked fine!

This might help ya, im not sure... check it though.
