Trying To Use BIOS FLASHBACK Z87-PRO

I'm having an issue I just built a new pc and I can't even get it to boot up. No display or anything.. I've been sitting here for nearly 3 hours trying to flash back the bios on my Z87-PRO as I'm using a i5-4690k processor and I need to update the bios in order to use that CPU.
Well, I get the cap file... - However there is no renamer tool anymore on the ASUS website and I've searched how to rename it without the tool but I can't find anything.
Any help would be really appreciated.
 
Then I suppose I am having another issue?
What's happening now is, when the ATX CPU Power is plugged in, I turn on the computer and it just keeps turning off and on off and on... However when the CPU power is unplugged in turns on just fine.
 
Try removing all wires and components from the motherboard. Leave only CPU and CPU fan installed, both 24 and 8 pin power cables connected. Start the board by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power button. See if the CPU fan does spin without stopping.
 
Okay, let me seat it all properly, however before this ever happened. When I booted it up, the CPU LED would turn red... and there was an error code 00 under it, have any idea about that? That was my main issue before this started.
