China is known for forced tech transfers (stealing!). When you don't have to invent anything it's much easier to make things.

They actually produce heaps of scientific papers output and original patents in the last decade if you follow tech news. It's just only in the last decades, they are rich enough to spend money for research and development and finally able to compete with the richer countries. The fact that they figured out how to create super fast quantum computers and making the first exascale computer (something that doesn't yet exist in the US), contradicts your claim they don't invent anything.

To my knowledge, there is not a single recorded case in which China was found to have stolen IP.
They either bought it, invented it, used open source, or got it in JVs. All 100% legal and legitimate.
