Two different Win 8.1 64 bits?

Whats the difference between these two besides price?

EDIT: The top just says Windows 8.1 64 bit OEM while the bottom one says Windows 8.1 64 bit OEM Full Version on OutletPC...

Nevermind, the top one is just a product key while the bottom one includes the install disk... If I download and install Windows 8.1 with a flash drive should I just buy the product key since it's cheaper?

The more expensive one includes the certificate of authenticity, does that matter?

There really is not different. The OEM System Build is the so called "Retail Version" that they have rebranded.
