I had a simular problem, and the fix is not easy, but it works.
1)First, Backup anything that is needed and reformat the HD or use another clean formated HD, you will spend hours if not weeks trying to get it to work if you do this any other way. Also, make sure you have all email and web account names, and any passwords you have written down.
Make sure that you have all the latest drivers for the Video card, Mother Board, soundcard and any other device you may have. If you can, copy them all on one CD and enable that CD to be used in any machine.

2) Take out all your components, as well as all but 128MB of RAM, except your Video card, this will keep the system from sharing IRQ's. Then set all your setting on your bios to default with the following exceptions:
Make sure AGP Apiture size is at 32MB, or 64 MB, depending with how much Video Ram you have.
Make Sure that Inuit Display Device is AGP
Make sure that you enable Assign IRQ for VGA and for USB if it isn't allready enabled.

3) Now you can install Windows 98. but when it asks for the display driver, make it Standard PCI Device Driver, This will allow you to update your Direct X and Mother Board Driver Settings. Once you have done this, reset the computer and load the latest Video drivers.
4) If you have everything working fine, start installing other devices, starting with any controller cards (ie RAID or SCSI) in the lower slots, followed by your Sound card in SLOT # 3. If you run into any problems along the way, you will know which card is giving you problems, and if it needs to be placed in another slot or just not used at all.

5) Once everything is working as it should, then upgrade to WIN2000, and relaod all your personal/vital files and your done.

This is what I had to do to get my Radeon AIW to work on my Tyan Trinity 400 board, and I spent almost a week before I came to the conclusion that this is the easyiest way. If you have problems, if if anyone can make addtional commits, please feel free to post.

If it works for you then don't fix it.

thanks for the info guys... ok i talked to my friend again today.. and ask him what exactly has been happening.. here is what he said.. maybe could give you guys more..

after putting in the new cards.. it would boot like normal..
come up to the windows cloud screen..then the colors go crazy like dirty NES cart or something.. then locksup.
BUT
when i messed with those agp control hex [-peep-] it would stop flashing the color and just lockup...thats with both gf2mx cards.. but the radeon would boot all the way to windows.. but he couldnt change the resolution to anything other than 640x480. He made sure he removed all the old drivers and any reg. from his previous card..

any ideas guys? he's gonna try what you said above today..
