UAC will not recognize user name or password

Somehow I seem to have stuffed up the UAC control when changing password sign in on Win 10.
Cannot open UAC to access any apps etc.
Normal boot and new password accepted. System is operating normally.
Cannot access recovery.
Do not now know if I am using administrator.
Total confusion.
Help or suggestions appreciated
 
One way to tell if you admin is open start menu, click accounts/change account settings
Under user name it should say Administrator if you are

How did you reset password? Did you use this page - https://account.live.com/password/reset

So win 10 accepts password at login but won't accept it or username in windows itself? That is pretty strange., Have you restarted PC since changing password?

try looking in settings/accounts/sync your settings and see if its on, as PC should have received info of new password via its sync process.

If you are admin, try making a new local user - https://support.microsoft.com/en-au/help/4026923/windows-10-create-a-local-user-or-administrator-account

See if it happens on that user too. If user is fine, it might just be your old one that is corrupted. On old user, make new one Admin, and copy contents of C\Users\OldUsersname folder onto new users folder, this will give it access to everything already installed. Then all you need do is set up browsers, and Steam/Onedrive (if you used these). Takes 15 minutes max, I have done it myself.

My unit is a desktop, Win 10 Home/1803, with all current updates installed.
All OK until yesterday when I thought I would change my start password and bypass the "Hello" page.
I used "netplwiz" to access data change and think I may have hit local manager instead of administrator, which was the original setting.
Since then the UAC blocks access to most of my apps and any MS pages I try to enter by not recognizing my password or username.

In answer to your queries,
1/ Cannot access Account/change settings
2/ Used netplwiz which has been OK previously
3/ Have restarted several times - no change
4/ Sync setting shows a red message - Some windows features are only available if you are using an MS account or Work account. Cannot select Sync "on".
5/ Not sure now if I am Administrator.
