Unable to add a user or group to access a folder

When logged onto a win2k server locally as administrator, i click on any folder on any drive, to add a user or group to access the object, the following dialog box pops up 'unable to display the user selection dialog (null)' at the very top of this dialog box it say 'security'

but when i connect to problem server from over the network, to for example an administrative share (c$)...... i dont have a problem applying users or groups to a folder......

whats up with that ...... is it a local sam problem......

Are you using a domain model in your network? When you say "logged onto the
server locally" is this a member server? Log into the domain, not the local
server, if you want to make changes to security that involve domain
groups/users.
