[SOLVED] Unable to clock memory to 3000MHz (Stuck at 2133MHz) (BIOS not working?)

Hello and thank you for taking the time to read,
I'm having some trouble getting my RAM to run at the supported speed. the ram is rated for 3000MHz, and my motherboard supports it at 2933MHz, but I can't get it ro run faster than the STD speed of 2133MHz.
I've tried to address this in BIOS by updating to the most recent BIOS, enabling XMP, enabling Gaming Boost [MSI's Auto OC BIOS], manually setting clock speed and even manually setting the CAS/CL timings and voltage. The MHz absolutely refuses to rise above 2133MHz. I've tried to have a look at the hardware but can't find a conflict. I'm completely out of ideas.
At no stage have we had crashes or failures to boot. It always boots and every time I check BIOS i find the "Current DRAM Frequency" to be 2133MHz regardless of what I've changed elsewhere.
How can I get my RAM to run at the motherboard's highest supported speed? (2933MHz)

HDD/SSD: Adata SU800NS38 128GB, Samsung CM871 2.5 7mm 128GB, Hitachi HDS721050CLA362 500GB
MOTHERBOARD: MSI B450 GAMING PLUS (MS-7B86)
RAM: 4 x 8GB [CMK16GX4M2B3000C15]
PSU: 550w

Additionally I've tried changing the voltage and timings in BIOS including the CAS/CL timings and nothing will make the MHz change.
I'm completely out of ideas.
Input settings manually.
DDR voltage 1.35V.
Latency settings 15-17-17-35.
Edit: Command rate 2T - this is important.
Set ram frequency. Start with 2133mhz, test it. This should pass. If it fails, then some settings are wrong (probably impropper latency settings).
Continue with 2400mhz,2666mhz, 2933mhz,3000mhz. Test after each step.
When test fails, return to previous settings.

Thank you for your reply RGD1101,
That's correct, I purchased two identical sets of those kits.
I upped the voltage incrementally to 1.35v, messed with the timing and manually set the speed to 3000MHz with no impact on the actual MHz. It stayed stubbornly at 2133MHz.

Thanks for the tip with ram, every stick is identical, all purchased from the same place brand new. I kept them in matched pairs but I can't imagine that's the problem.
Sorry to say I've attempted that, the A-XMP profiles are 2933MHz and 2666MHz, neither of which actually have any impact on actual MHz when active. Additionally I've tried changing the voltage and timings in BIOS including the CAS/CL timings and nothing will make the MHz change.
I'm completely out of ideas.

I believe that my ram is
15 17 17 17 35
Rather than
15 17 17 17 37

Unfortunately it doesnt matter what I set it to, it won't go above 2133MHz.

Are you sure, you set all of them?

Ryzen system may not like odd number latency settings.
Try this instead:
DDR voltage 1.35V​
Latency 16-18-18-18-36​
Frequency 2400mhz​
Command rate 2T​

I really appreciate the suggestion and I'll try it ASAP. Unfortunately I'm away on an army commitment for the next few days so it will be a while before my next reply.
If anyone has any other ideas let me know and I'll try them all when I get back.

I tried all those settings and it still didn't work. I'm currently running with them now and it's stable, but my ram speed still only reads as 2133MHz. Do you have any idea why this might be happening?

Some RAM are stubborn and if you are unable to get them to work then try Thaiphoon Burner. It is totally safe to use and only reads out the SPD firmware and lists what kind of DIE is on the RAM. (Run as Admin)
Use Thaiphoon to export/import your XMP profile into DRAM Calculator.

Hi there, I really hoped this would work, and I spent some time in BIOS changing everything to the settings it said, but it's not changed anything and my RAM still runs at a stubborn 2133MHz. I really appreciate the suggestion though, and I'd love to hear anything you might suggest I try.

Are there any images I can post to help troubleshoot?

It was my birthday yesterday, and my partner got me a gift that wasn't compatible with my PC, so I'm upgrading to a Ryzen 5 5600X .
Sorry if I sound stupid - is this likely to alleviate this problem or worsen it?
 
Ryzen 5 5600X officially supports up to 3200MHz so your RAM should work at their rated frequency.
Your Ryzen 3 1200 supported 2667MHz so it could well mean the IMC was not allowing a higher frequency.
With the calculator, did you test the different speed settings for safe and fast.
You will need to clear your CMOS when installing new RAM modules.

Also you mentioned you bought too kits with exactly the same specs.

If they are two differing kits, this can cause an issue as mixing two identical kits may have a mismatch due to slight Latency differences.

You should have got a single kit as ryzen is very picky. Test with only one kit in their relevant slots then add the others to determine if they are going to play fair with one another.

Did you disable Fast Boot? Memory wont train if FB is on, never gonna work. With 4 sticks, the IMC is hit harder, Ryzen has problems with that. Usually have to drop RAM speed by 200 Mhz.
I have 2 kits of Corsair Vengeance, both rated at 3000 Mhz. One set is cheapo Samsung, the other is SK Hynix AFR. They don't play nicely together at 3000 Mhz but works without any problems at 2800 Mhz and timings lowered by 1 compared to XMP.
XMP is 15-17-17-17 @ 3000 Mhz, they run at 14-16-16-16 @ 2800 Mhz. Worth trying something like that if you still want to play with the RAM.

Mobo: Asus prime Pro X470 (not that great I hear, think the main issue is VRM)

Hi Mean, thanks for the feedback, I'll install it ASAP. Work is rough atm so it might be a few days.

Populating all dimms + with mismatched ram can be problematic as said. Using only the red slots, see what you get then in terms of ram speed.
