Unable To Create REFS File System with 3 Drives

So I recently acquired three 3TB Seagate drives and wanted to test out REFS using Storage Spaces in Windows 8.1 with parity resiliency, but for one reason or another, the only file system available is NTFS. Am I missing something here? Does REFS only work in a mirror resiliency situation? If REFS isn't available under a three drive parity situation, then what's the bennefit of using Windows Storage Spaces vs RAID 5?

I've read that you need to make a registry entry before you can use REFS in Win8. Have you tried that?
