[SOLVED] Unable to download .exe or ZIP Files from specific websites

Like the title says I am unable to download .exe files from Blizzard.net, Samsung Magician, or CPU-Z the amount of time can range from 45 minutes to 2 hours. But I am able to download .exe file from Slack and Geforce experience within seconds.

I have added Blizzard.net, Samsung Magician, or CPU-Z to my trusted websites, made sure windows installer was running, even reset registry for .exe downloads, and a clean install of windows 10.

l think it is related to my Anti Virus Norton 360(disabled auto protect and smart firewall) or my ISP(fios 1gb up and down).

First issue I would call out is that, unless you are on the newest Windows install your internet bandwidth could be easily taken up by update(s). Let your system finish updating then try other uploads.
