You've done an internal HDD factory recovery before?

You know the procedure? ---->

Turn laptop off.
Press & hold "zero" key.
Turn laptop on.

Or, in case factory-recovery partition has been overwritten or new HDD has been installed, use the factory recovery discs that you should have created when laptop was new (Toshiba provides a pre-installed utility in Windows 7 which allows you to create said discs, I know because I made a recovery disc set on my Toshiba).

If you didn't make a set you can buy them from Toshiba (I've done that too) provided your specific model is supported:

European models: https://backupmedia.toshiba.eu/

American models: https://support.toshiba.com/repair (scroll down to "Get Recovery Media").
