Unable to launch applications or click on start bar

My PC is able to boot but I am unable to launch on any applications and I am unable to open my start bar. None of my applications (anti virus, sound drivers,steam) launch upon start up either.This started happened only very recently. It takes about 15 minutes for the PC to function again.

I have a hard drive and an SSD which I have windows installed on and i already reformatted the PC once and it still gives me this problem after a couple of days. Does anyone know how to fix this?

did you install the motherboard drivers after the install? if so, did you get them from the manufacturers web site so they the latest ones?

try booting from the win 10 installer and go into safe mode and see if its the same
boot from installer, on 2nd screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
PC will restart and load safe mode

safe mode only uses windows drivers so should run better and might tell you if its a driver problem or something that loads at start up

try running the free version of http://www.hdtune.com/ on your ssd and hdd

what are the specs of PC?

Yes I did update the bios to the latest one directly from asus website. I tried to do and sfc scannow and it didn't find any issues. Also the trouble shooter said "unable to trouble shoot this pc, try other options in the advanced menu"

Surprisingly this problem is gone for now after allowing the pc to take its time to start up several times
