Unable to refresh pc and other anomolies win 8.1

Hello, I need some help.

I have been trying to get my Logitech ARX software talking to my android tablet without any success. Upon some tinkering I have discovered I cannot connect to my netgear router from my gaming rig via "routerlogin.net nor 192.168.0.1" I can get on the internet just fine. My four other pc's in the house log into it with no issues.

So believing that its an issue on this pc I have been checking settings and just tinkering hoping to stumble upon the issue. I finally figured I would just run a refresh and see what happens. Upon attempting a refresh I get the message "Unable to refresh your pc because it is running Windows to go"

That being said....... what? ......

I searched for windows to go to see what it was and I am not on windows enterprise......... So...... I am super confused.

I am running windows 8.1 64bit upgraded from win8 64bit OEM.

So....... I am at a total loss. What am I missing here?

Well, I was able to get gain access to my router finally. I also have my MSI Afterburner mobile as well as Logitech ARX up and running. My killer NIC is interfering. I tried resetting my app settings to no avail but as soon as I disable the bandwidth control everything works.

Still no clue why PC Refresh tells me I am running windows to go.

I will update for reference should I figure it out.
