Unable to repartition system drive

I used DBAN to wipe the system drive on an old laptop. Now I need to re-partition and format the drive before installing an OS on it. Is there a tool that I can run from a USB stick to do this? Thanks.

The easy answer may be just installing your new OS. For Windows OS's, the Install routine does all that work for you. Its first step is to establish a Partition and Format that for use, THEN it installs to that space.
