Where there is a variety of methods that could be used, such as diskpart, one of the easiest methods I know is this:
Go load a USB with an official Windows installer. Turn off your PC and disconnect the OS drive and other drives until the one in question is the only one hooked up. Restart as if you are going to install Windows, go to the installer under Advanced and just use that tool to delete all partitions back to unallocated space. Turn off the PC before it continues on to the install. Then you can use Disk Manager to create a simple volume or other options.
This depends on your not having information you need on that disk and (honestly) the time to do so. Super easy without having to really even consider what is going on given the way the Windows installer works.
edit- this works far better if you are only dealing with 2.5" or 3.5" drives.
