Question Underperforming Ram & Lower Framerates than I should be getting Since Day 1

please see the ram, it's considered poor, also link should provide pc specs too

bought all the parts and ive built this pc from scratch a couple days ago, but getting lower fps in games than i should be getting judging from game benchmarks. videos, ect.
Really dissapointed 🙁

I checked everything, did bios update, installed drivers and tweaking bios settings for performance boost/ changed nvidia panel for max performance (and tried everything else you could think of already) only thing not tried was reainstalling windows clean, als its not activated dunno if that would cause performance issues or not...

What could I do to fix this RAM issue/ boost overall PC framerates???
I will re-seat both sticks later but im not sure if it will fix it.
Help is appreciated and don't feel bad if your suggestions didn't get me results

Oh and I'm wondering if my psu might be a factor, basically it's a EVGA 600W and I heard they are really bad, any thoughts on that aswell?

UPDATE #1: I thought hard and realized I forgot to download and install chipset drivers, that's what I completely did no think of. I will do that now and will come back later to see if performance is enhanced for the overall pc & have yet to check the ram issue.

I would start there with the chip-set drivers. Also was this a fresh installation of Windows?

Also is the RAM running a 3200mhz? You can check in task manager, open it up, hit the performance tab then memory. At the bottom there should be speed and it should say 3200mhz
 
Yep it's a new computer with newly installed windows 10, just don't have a license key yet.

After the driver business and removing and putting back the ram it's still seen below expectations. Game won't perform better than before yet only at 1080p. Also My CPU never stays high % long it will go back below 55% in a second if it goes higher even under benchmark so unless that's normal then there is something wrong it's not helping my GPU which does go 100%
temperatures seem fine, it's like computer just won't perform like the 1k rig it is, this was meant to replace my other gaming one which should have been left in the wind by my new one... i've found lots of thread with other people with the same problem and no one has a real answer
oh and yea seems to be 3200mhz
Update: CPU wont even go over 60C even gaming max settings and I don't even have all my case fans that arrived yet

the cpu is high performing because overlooked it, havent touched gpu yet, I also have a rog strix b450-f gaming motherboard, I disabled multi threading in bios. I hear the 1660 ti is great but not ideal, so i should of aimed higher... well when i upgrade in the future
